The Department of Administrative Reforms and Public Grievances (DARPG), has launched the National e-Governance Service Delivery Assessment (NeSDA) 2025 portal to strengthen digital governance and improve the quality of online public services across the country.
NeSDA is a biennial assessment framework that evaluates government digital services from a citizen-centric perspective.
The framework is aligned with the United Nations E-Government Survey’s Online Service Index while being adapted to India’s federal governance structure involving the Centre, States, and Union Territories. The launch of the portal reflects the government’s continued focus on Digital India and the modernization of governance systems through technology-driven reforms.
The National e-Governance Service Delivery Assessment was introduced by DARPG to create a standardized mechanism for evaluating digital public services across India. The NeSDA 2025 portal now serves as the official platform for data submission, verification, and assessment under the latest evaluation cycle.
The framework assesses the availability, accessibility, and efficiency of online services provided by State Governments, Union Territories, and selected Central Ministries. By comparing performance across jurisdictions, the assessment identifies gaps in digital administration and encourages governments to adopt effective governance practices.
The initiative complements broader national efforts aimed at building a digitally empowered administrative system. As citizens increasingly depend on online platforms for welfare schemes, grievance redressal, education services, taxation, and business approvals, ensuring the reliability and accessibility of these services has become essential. The portal-based assessment process also improves transparency and standardization in governance evaluation.
The NeSDA 2025 framework establishes an evaluation baseline of 59 mandatory citizen-centric services for every State and Union Territory, along with 43 service tracks linked to Central Ministries. These services are evaluated using a multidimensional framework that goes beyond simply checking whether services are available online.
The assessment includes important governance parameters such as Ease of Use, Integrated Service Delivery, Information Security and Privacy, Open Government Data (OGD), E-Participation, and the adoption of Emerging Technologies. Special emphasis has been placed on cybersecurity and citizen data protection, considering the increasing dependence on digital platforms.
The framework also examines whether government portals are mobile-friendly, accessible to persons with disabilities, and capable of delivering seamless digital experiences. Ministries and states are further assessed on participatory governance indicators, including grievance redressal systems, citizen feedback mechanisms, and transparency through open data platforms.
Another major feature of the NeSDA 2025 portal is its fully digital workflow system. Departments can upload records, verify submissions, and participate in institutional reviews through a unified online platform, reducing delays and improving efficiency in the assessment process.
The NeSDA 2025 framework reflects a significant shift in India’s digital governance strategy—from focusing only on government websites to evaluating the quality, accessibility, and reliability of public service delivery.
One of its key impacts is the strengthening of competitive federalism. By benchmarking states and ministries against common standards, the framework encourages administrative learning and motivates governments to adopt successful digital governance models. This can improve service quality and efficiency nationwide.
The framework is also expected to support faster and more transparent Government-to-Business (G2B) services. By evaluating digital business clearances and ministry-linked corporate services, NeSDA reinforces India’s ease-of-doing-business reforms and promotes transparent compliance systems.
Another important impact is the promotion of stronger data security and privacy standards. Since Information Security and Privacy form a core evaluation criterion, ministries and state governments are likely to strengthen cybersecurity infrastructure and improve safeguards for citizen data.
The assessment can also improve the accessibility of welfare and grievance services, particularly for rural and vulnerable populations who increasingly rely on digital public platforms for government support. Additionally, the inclusion of Open Government Data and E-Participation metrics encourages ministries to improve transparency and citizen engagement.
The launch of the NeSDA 2025 portal marks another important step in India’s digital governance journey. By establishing a comprehensive and citizen-focused assessment framework, DARPG aims to improve the efficiency, transparency, accessibility, and security of online government services across the country.
