Cabinet Approves ₹5,070-Cr Pm Surya Sarovar Yojana To Boost Floating Solar Power

  1. Introduction

The scheme aims to accelerate the deployment of 5,000 MW of Floating Solar Photovoltaic (FSPV) capacity integrated with 10,000 MWh of Energy Storage Systems (ESS) across reservoirs, dams, lakes and other inland water bodies. The projects will be sanctioned between FY 2026-27 and FY 2030-31, while Central Financial Assistance (CFA) will continue to be released until FY 2032-33. 

Floating solar technology enables solar panels to be installed on water surfaces instead of agricultural or forest land, thereby addressing one of the biggest challenges in renewable energy expansion—land availability. By combining floating solar plants with battery storage, the scheme seeks to improve the reliability of renewable power and support India’s broader objective of achieving a cleaner, more resilient electricity system. 

  1. Origin and Intent

India has rapidly expanded its renewable energy capacity over the past decade, but the increasing demand for land has emerged as a major constraint for large-scale solar parks. Floating solar projects offer an innovative solution by utilising existing water bodies without competing with agriculture, urban development or forests. In addition, the cooling effect of water improves the efficiency of solar panels, while the partial coverage of reservoirs helps reduce water evaporation. 

The approval of PM-SSY follows an assessment by the National Institute of Solar Energy (NISE), which estimated India’s floating solar potential at around 102.18 GWp across reservoirs, irrigation tanks and other inland water bodies. Despite this vast potential, India’s installed floating solar capacity is currently only about 700 MW, leaving considerable scope for expansion. 

To encourage participation from public and private developers, the Centre will provide Central Financial Assistance of ₹1 crore per MW after successful commissioning of eligible projects. In addition, developers will receive up to ₹50 lakh per project for conducting feasibility studies, including bathymetric and hydrographic surveys, environmental assessments and other technical investigations. These measures are intended to reduce project risks, improve bankability and accelerate implementation. 

  1. Key Amendments

The PM Surya Sarovar Yojana introduces several important features to promote large-scale deployment of floating solar infrastructure.

The scheme targets the installation of 5,000 MW of floating solar capacity integrated with 10,000 MWh of co-located Energy Storage Systems, ensuring a minimum storage duration of two hours. The inclusion of battery storage will enable renewable electricity generated during peak sunshine hours to be supplied during periods of high demand or reduced solar generation, thereby enhancing grid stability and reducing intermittency. 

The projects will be approved during FY 2026-27 to FY 2030-31, while financial support will continue until FY 2032-33, allowing adequate time for project commissioning and completion. Developers will also benefit from financial assistance for pre-development activities, helping improve project preparation and reduce implementation delays. 

  1. Impact

The scheme is expected to benefit all States and Union Territories by significantly increasing India’s floating solar capacity and diversifying the country’s renewable energy portfolio. Since the projects will primarily utilise reservoirs, irrigation tanks and industrial ponds, they will minimise pressure on scarce land resources while supporting sustainable infrastructure development. 

The integration of battery storage will improve the quality and reliability of renewable electricity supplied to the grid by reducing fluctuations associated with solar generation. This is expected to strengthen grid resilience and facilitate greater integration of renewable energy into the national power system. 

From an environmental perspective, the government estimates that the scheme could reduce around 10 million tonnes of carbon dioxide emissions annually, contributing to India’s climate commitments under the Paris Agreement and its long-term net-zero objective. The initiative is also expected to generate approximately 16,000-17,000 full-time equivalent jobs across manufacturing, engineering, construction, installation, operations and maintenance, creating new employment opportunities in the green energy sector.

The Pradhan Mantri Surya Sarovar Yojana represents a strategic effort to unlock India’s vast floating solar potential while addressing land constraints that often delay conventional solar projects. By combining floating solar installations with energy storage, the scheme seeks to improve the reliability of renewable power, optimise the use of water bodies and strengthen the country’s clean energy infrastructure.

The initiative is also expected to encourage domestic manufacturing of floating platforms, solar modules, battery storage systems and related equipment, supporting the Aatmanirbhar Bharat initiative and strengthening India’s renewable energy supply chain. Overall, the scheme will contribute to expanding non-fossil fuel electricity generation, enhancing energy security, reducing carbon emissions and advancing the vision of Viksit Bharat through sustainable and climate-resilient infrastructure.
