What Does It Mean
The Bill has been introduced with the objective of advancing Atmanirbharta in higher education and empowering universities and other higher educational institutions to achieve greater excellence in teaching, learning, research, and innovation.3 It proposes to merge the three existing regulators—the University Grants Commission (UGC), the All India Council for Technical Education (AICTE), and the National Council for Teacher Education (NCTE)—and establish a streamlined framework comprising three dedicated councils for regulation, accreditation, and academic standards.
The Bill seeks to align India’s higher education system with the vision of the National Education Policy, 2020, with the aim of making present and future generations more responsive to emerging global and technological challenges. A key emphasis of the Bill is on enhancing transparency, particularly through mandatory public disclosures relating to institutional finances, academic programmes, and governance.
To address enforcement challenges inherent in major policy reforms, the Bill introduces a robust compliance framework, including penalties for non-compliance. At the same time, it incorporates safeguards to ensure that students are not adversely affected by punitive actions taken against higher education institutions.
Despite the sweeping reforms proposed, a significant concern that has emerged is the potential over-centralization of higher education4 governance, along with the accompanying risk to institutional autonomy5
