India-Norway Green Strategic Partnership

India and Norway elevated their bilateral ties to a Green Strategic Partnership on 18 May 2026 during Prime Minister Narendra Modi’s visit to Oslo and his talks with Norwegian Prime Minister Jonas Gahr Støre.

The decision marked a major step forward in relations between the two countries, with both sides placing sustainability, green growth, and technological cooperation at the centre of their partnership. 

The partnership covers a wide range of sectors including clean energy, maritime cooperation, digital health, space technology, research, climate action, and the blue economy. During the discussions, both leaders also reviewed progress on trade and investment ties, especially under the India-European Free Trade Association (EFTA) Trade and Economic Partnership Agreement. They emphasized cooperation in ocean governance, Arctic research, higher education, innovation, and talent mobility. 

The announcement reflects the growing importance of green partnerships in global diplomacy. As countries work toward reducing carbon emissions and building sustainable economies, India and Norway have chosen to combine their strengths — India’s large market, skilled workforce, and industrial scale with Norway’s advanced technology, maritime expertise, and green financing capabilities.

India and Norway established diplomatic relations in 1947 and have maintained friendly ties for decades. Cooperation has traditionally focused on shipping, fisheries, renewable energy, climate initiatives, and development partnerships. Norway, one of the world’s leading maritime nations, has also emerged as an important partner for India in clean technology and sustainable ocean management.

The new Green Strategic Partnership builds on earlier agreements between the two countries, particularly the India-Norway Green Maritime Partnership signed in 2025. That agreement aimed to promote sustainable maritime transport, green shipping corridors, low-emission vessels, and the decarbonisation of the shipping industry. Since both countries depend heavily on maritime trade, cooperation in this area has strategic and economic importance.

The intent behind the upgraded partnership is not limited to environmental cooperation alone. It is designed as a long-term framework for collaboration in emerging sectors such as artificial intelligence, cyber technology, renewable energy, digital innovation, and sustainable industrial development. Another important objective is cooperation in the Global South. India and Norway signed a Triangular Development Cooperation Agreement aimed at supporting sustainable development projects in developing countries. This reflects their shared interest in global climate action and inclusive economic growth.

During the joint statement in Oslo, Prime Minister Modi said that India and Norway were “shaping relations into a Green Strategic Partnership.” He highlighted that the partnership would combine India’s “scale, speed, and talent” with Norway’s “technology and capital” to develop global solutions in sectors ranging from clean energy to green shipping and climate resilience. 

Research, innovation, and higher education emerged as major pillars of the relationship. Both countries agreed to increase cooperation in sustainability research, healthcare technologies, geology, and ocean energy. There was also emphasis on strengthening ties between universities and startup ecosystems, especially in engineering, artificial intelligence, cyber security, and digital technologies.

The leaders additionally discussed expanding cooperation in space research and Arctic studies. Norway’s expertise in polar research and India’s growing scientific presence in the Arctic region are expected to create new opportunities for collaboration.

Skill development and talent mobility were also identified as priority areas. India’s large pool of technology professionals and Norway’s demand for skilled workers create opportunities for mutually beneficial workforce partnerships.

One of the most significant areas of cooperation is green maritime technology. India and Norway also agreed to expand collaboration in Carbon Capture, Utilisation and Storage (CCUS) technologies, renewable energy financing, and carbon market mechanisms. These measures can help industries reduce emissions while supporting global climate goals.

Norway’s participation in the India-led Indo-Pacific Oceans Initiative further deepens maritime and blue economy cooperation. This includes sustainable fisheries, marine resource management, ocean-based renewable energy, and maritime security.

The partnership is also likely to support India’s manufacturing and infrastructure goals by encouraging Norwegian investments in green technologies, shipping infrastructure, and advanced industrial systems. It can create opportunities for Indian startups, researchers, and technology professionals while strengthening long-term economic cooperation between the two countries.
