Income Tax Act, 2025

  1. Introduction

This reform is aimed at simplifying tax laws, reducing litigation, and improving ease of compliance for taxpayers. According to the Central Board of Direct Taxes (CBDT), the Act represents a “new chapter” in tax administration, focusing on clarity, efficiency, and transparency. 

The new Act does not radically change tax principles but restructures and modernizes them to align with India’s evolving digital economy and global tax practices.

  1. Origin and Intent

The need for a new tax law emerged because the Income Tax Act, 1961 had become highly complex due to numerous amendments over time. It had over 800 sections, making compliance difficult and leading to increased litigation. 

To address this, the government introduced the Income-tax Bill, 2025, which was passed after extensive consultation with experts, industry bodies, and parliamentary committees. 

The core objectives behind the new Act include:

  • Simplification of legal language and removal of obsolete provisions 
  • Reduction in the number of sections (from ~800 to about 536) 
  • Promotion of voluntary compliance through clarity 
  • Adoption of digital-first tax administration 
  • Alignment with global taxation standards 
  1. Key Amendments and Policy Changes

The Income Tax Act, 2025 introduces several structural and procedural changes:

  1. a) Introduction of “Tax Year”

The Act replaces the confusing concepts of “Previous Year” and “Assessment Year” with a single “Tax Year”, simplifying compliance and understanding. 

  1. b) Simplified Structure and Language
  • Total sections reduced to around 536 across 23 chapters 
  • Legal language made clearer and more concise 
  • Nearly 3 lakh words removed to reduce complexity
  1. c) Digital and Faceless Tax Administration
  • Expansion of faceless assessments, appeals, and notices 
  • Mandatory electronic communication 
  • Increased use of AI and data analytics to detect tax evasion 
  1. d) Consolidation of Provisions
  • All TDS provisions merged into a single section for simplicity 
  • Streamlined compliance and reduced duplication 
  1. e) Tax Regime and Slabs
  • The new tax regime continues as default 
  • Income up to around ₹12 lakh effectively tax-free (with rebate) under the new regime 
  • Introduction of revised slabs, including a 25% tax bracket in certain cases
  1. f) Enhanced Deductions and Compliance
  • Standard deduction increased (e.g., ₹75,000 for salaried individuals) 
  • Stricter reporting for foreign assets (NRIs) 
  • Recognition and taxation clarity for Virtual Digital Assets (VDAs) like cryptocurrency

  • Easier filing due to simplified structure 
  • Reduced ambiguity and better understanding 
  • Increased compliance burden through stricter disclosures

  • Improved clarity in corporate taxation 
  • Reduced litigation due to simplified provisions 
  • Greater reliance on digital compliance systems

  • Enhanced efficiency through technology-driven systems 
  • Better tax collection via data analytics and AI tools 
  • Reduction in tax disputes and backlog

  • Promotes ease of doing business 
  • Encourages formalization of the economy 
  • Strengthens India’s position in global tax governance 
  1. Conclusion

The Income Tax Act, 2025 represents a major step toward modernizing India’s tax system. While the core taxation principles remain intact, the Act significantly improves clarity, structure, and compliance mechanisms.

By introducing concepts like the Tax Year, consolidating provisions, and leveraging digital governance, the Act aims to create a more transparent and efficient tax ecosystem.

However, its success will depend on effective implementation, taxpayer awareness, and the ability of the system to balance ease of compliance with stricter enforcement.
